Algerian Football Federation Federal Bureau Holds Inaugural Meeting

The Federal Bureau of the Algerian Football Federation convened its first meeting today, led by Walid Sadi at the federation’s headquarters in Dely Ibrahim.

In a statement published on its official website, the FA (Fédération Algérienne de Football) clarified that, in accordance with Articles 14-2 and 36-20 of the fundamental laws of the Algerian Football Federation, the management team of the Professional Football League, headed by President Abdelkrim Medouar, has been suspended until the next general assembly due to violations of existing laws and regulations.

The statement further explained that the Algerian Football Federation has the right to directly oversee and monitor the management of the professional football league. During the transitional period, the responsibility of managing the league has been assigned to a committee led by Mohamed Amin Meslouk.

The Federal Bureau decided to appoint Ahmed Kherchi as the head of the Federal Arbitration Committee, with the appointment of officials to manage the arbitration process. Oubeid Charaf was appointed as the Technical Director and National Appointments Manager, Jamal Himoudi as the Training and Development Manager, and Mohamed Haddada as the Evaluation and Examinations Manager.

The first meeting of the new bureau resulted in the establishment of a national technical committee, as per Decree No. 14-330 dated November 27, 2014, outlining the organization of national sports federations and their model regulations. The Director of National Technical Affairs is tasked with presenting a proposal for implementing this decision starting from the next meeting of the Federal Bureau, with the inaugural session of this committee scheduled before the end of October 2023.

The bureau also dissolved the current committee for dispute resolution with the aim of restructuring it in the nearest possible time. Youssef Hamouda was appointed as a sole judge to handle pending cases until the reformation of the dispute resolution chamber.

The statement highlighted that the Federal Bureau opened a serious discussion about the financial situation of clubs, a crucial issue referred to the National Dispute Resolution Chamber. The accumulated debts of sports clubs amounted to 3,734,056,175.00 Algerian Dinars, causing a critical situation for many clubs that were previously considered warehouses of young talent.

Walid Sadi appointed committees to manage the affairs of the federation, with Jamil Ould Ammar heading the Financial Committee, Redouane Nekkadi as the head of the Legal Committee, Dr. Jamal Eddine Damergi as the head of the Health Committee, Lhacen Tumbouktou as the head of the Algerian Cup Committee, Rafika Glati as the head of the Women’s Football Committee, and Abdelkader Boutiba as the head of Beach Soccer.

The bureau assigned Karim Qassed to monitor national teams, Rashid Al-Jakni to coordinate with football associations, Mourad Mazyane to handle professional football, Alaa Eddine Issani for amateur football, and created a strategic thinking committee for structural reforms in football, improvements to football associations’ functions, and competition systems.

The new bureau will intensify efforts to foster national football integrity, combat match-fixing, bribery, drug use, and doping. An alert system against these risks will be implemented, and a strategic thinking cell will study competition systems, the map of amateur football, association functions, and measures to prevent violence and threats to football.

The emergency committee was formed to address all pending issues between two sessions of the Federal Bureau, led by Walid Sadi and including Nacer Charab, Karim Qassed, and the Secretary-General of the FA.

Regarding internal division of responsibilities, Nacer Charab and Mohamed Amin Meslouk were appointed as deputies to President Sadi, respectively.

The Federal Bureau approved the appointment of permanent officials for the Algerian Football Federation, including Fouad Mekhlouf as the Director of the President’s Office, Slimane Ben Aïssa as the Director of Administration and Finance, Shouki Mellouki as the Director of the Sidi Moussa National Technical Center, and Abdelhalim Hemour in charge of scouting young talents abroad. The bureau will soon announce the nomination for the position of Director of Communication and Marketing.

In contrast, the candidates for the positions of Secretary-General and National Technical Director for the football entity will be announced in the coming days.

The FA emphasized that the new bureau will work towards enhancing Algerian football, supporting its integrity, and implementing measures to combat various risks. A freeze on stadium accreditation processes will be communicated to all football associations until a federal body is formed to manage this task.

Lastly, the FA revealed that a coordinating meeting between the Algerian Football Federation and first league teams will take place on Monday, October 9, 2023, at 10:00 AM at the federation’s headquarters in Dely Ibrahim.
