In a significant shift in national drug policy, the Minister of Justice, Lotfi Boujemaa, affirmed today that the government is adopting a new strategy that prioritizes treatment and rehabilitation for drug addicts over punitive measures. The Minister emphasized that drug trafficking is no longer merely a criminal activity but has evolved into a tool used by organized crime networks to destabilize societies, undermine national potential, and threaten national security. He cited recent developments along the western and southern borders as evidence of the dangers surrounding Algeria.
The Minister’s remarks were made during the launch of a study day entitled “Creating an Integrated National System for Drug Prevention: Prevention, Treatment, Protection,” held at the cultural center of the Grand Mosque in Mohammadia. He stated that this issue is of paramount importance to the state and reflects President Abdelmadjid Tebboune’s commitment to comprehensively addressing this transnational scourge that threatens individual well-being, family cohesion, and state stability.
In his opening address, the Minister noted a considerable increase in the fight against drug trafficking and consumption of psychotropic substances during the first half of 2025 compared to the same period in 2024. This increase, he said, reflects the spread of the phenomenon and necessitates the construction of a cohesive national system based on monitoring, scientific analysis, and robust coordination.
Boujemaa added that the National Drug Prevention Strategy 2025-2029 reflects a progressive awareness of the importance of transitioning to a comprehensive and integrated approach. This approach relies on enhanced coordination between various sectors and prioritizes prevention through building community awareness, developing educational curricula, and integrating preventive education into educational and university institutions. It also emphasizes strengthening the role of the media and regulating the digital space to protect vulnerable groups.
The Minister stressed that this strategy places particular importance on the justice sector by reinforcing the principle of deterrent punishment for traffickers and promoters while adopting a humane approach towards addicts, recognizing them as victims deserving of treatment and reintegration. He indicated the possibility of placing addicts in specialized treatment facilities by court order, accompanied by psychological and social rehabilitation programs. The Minister affirmed that Algeria is committed to confronting this scourge with unwavering resolve and through a comprehensive approach to protect society and the state.
