Algiers, November 28, 2025 – Algeria has adopted a strategic roadmap for 2025-2027 aimed at strengthening the protection of creative works and fostering a robust copyright ecosystem. The announcement followed the conclusion of the Regional Meeting of Heads of Copyright Offices in the Arab Region, held in Algiers on November 26-27.
According to a statement released by the National Copyright and Neighboring Rights Office (ONDA), this is the first unified strategic roadmap of its kind in the Arab region. The roadmap encompasses twelve key pillars designed to modernize the legal and regulatory framework surrounding copyright, enhance regional cooperation and knowledge sharing, and support copyright offices across the region.
The strategic plan also focuses on developing collective management systems, addressing emerging issues such as artificial intelligence, and raising awareness among youth and creators. Furthermore, it seeks to improve negotiation mechanisms with digital platforms, support cultural and creative industries, and strengthen the role of universities and research centers in promoting intellectual property rights.
Intensified regional efforts to combat piracy are also a significant component of the roadmap, alongside building the capacity of the Arab judiciary in copyright matters, developing mediation mechanisms and alternative dispute resolution, and standardizing private copying systems.
The roadmap emphasizes supporting women’s participation in the creative economy, aligning with global trends to empower female creators and enhance their presence in the intellectual property sector. Participants at the regional meeting expressed their appreciation for Algeria’s efforts in hosting the event and fostering constructive dialogue, leading to the adoption of the first joint Arab strategy in the field of copyright and creative industries.
The roadmap is considered a pivotal step towards strengthening regional integration and developing a more balanced creative environment capable of supporting the development of the digital and creative economy in the Arab world.
