Algeria Hosts 12th African Peace and Security Conference

Algiers, Algeria – Algeria has launched the 12th session of the High-Level Seminar on Peace and Security in Africa, also known as the ‘Oran Process.’ The event commenced today in Algiers, drawing high-ranking officials from across the continent.

The International Conference Center ‘Abdelatif Rahal’ is hosting the seminar, which was inaugurated by the Minister of State, Minister of Foreign Affairs and National Community Abroad, and African Affairs, Ahmed Attaf. In his opening address, Minister Attaf conveyed the greetings of the President of the Republic, Abdelmadjid Tebboune, reaffirming his full support for the Oran Process and his commitment to ensuring its continuity and strengthening its role in serving African causes.

This year’s session boasts broad participation, including foreign ministers from several African nations, senior officials from the African Union and the United Nations, current and former members of the A3 group within the Security Council, and representatives from the seminar’s partners and allies. The Secretary of State in charge of African Affairs, Selma Bekhta Mansouri, is also in attendance, along with members of the African Union Peace and Security Council.

This session is particularly significant for Algeria, participating in a dual capacity as a member of the UN Security Council within the A3 group and as a member of the African Union Peace and Security Council (PSC). Furthermore, Algeria holds a historical role as the host country and initiator of the seminar since its inception in 2013.

The current session focuses on assessing the gains made by the A3+ mechanism, identifying pressing challenges, and exploring the most effective ways to enhance the mechanism’s effectiveness in defending African positions within the Security Council. The ‘Oran Process’ is now regarded as a central platform for promoting joint African action in the fields of peace and security, contributing to enhanced coordination between African members of the Security Council (A3) and members of the Peace and Security Council (PSC). The process was officially adopted during the eighth session held in Oran in December 2021, establishing the city as a permanent base for this initiative.
