Minister Stresses Citizen-Centric Approach in Local Governance

Laghouat, November 4, 2025 – Minister of Interior, Local Authorities, and Transport, Said Saayoud, has emphasized the critical need for attentive listening to citizens and improving the conditions under which they are received by local administrations. The Minister stressed the importance of addressing all citizen concerns with diligence and efficiency.

Speaking during the installation ceremony of Mohamed Ben Malek as the new Governor of Laghouat, Minister Saayoud reiterated that careful attention to citizen needs, particularly concerning administrative services and local amenities, is paramount. He stated that the trust placed in the new Governor by the President of the Republic carries a significant responsibility, demanding dedication, sincerity, and unwavering commitment to serving the people and fostering local development.

Highlighting Laghouat’s potential, Minister Saayoud noted the region’s status as a prominent national energy hub. He further emphasized ongoing efforts to diversify the local economy by actively promoting investment in agriculture, small-scale industries, and renewable energy sources. “Laghouat boasts unique tourism assets, including ancient palaces, oases, and sand dunes, making it a distinctive destination for domestic, religious, and desert tourism,” the Minister added.

Minister Saayoud also asserted that genuine development extends beyond mere physical projects, requiring the strengthening of social justice and the enhancement of overall quality of life. He further pointed to the importance of establishing a participatory approach to local governance, ensuring the active involvement of civil society, elected officials, and citizens in the developmental decision-making process. This collaborative model, he argued, is essential for sustainable and inclusive progress.
