Algiers – The Ministry of Higher Education and Scientific Research has provided details regarding the development of a standardized digital system for facilitating the transfer of professors between Algerian universities.
In response to a written inquiry, the Ministry, in correspondence number 1525/21025, referenced a prior communication from the Ministry of Relations with Parliament, dated October 14, 2025. The Ministry emphasized that this initiative aims to enhance transparency and simplify the processes involved in the career paths of higher education professors.
The Ministry stated that it is collaborating with social partners to prepare a draft regulatory text concerning the transfer of research professors between university institutions. This effort aligns with the ongoing implementation of a policy to digitize professional management operations.
This initiative is based on the second paragraph of Article 10 of Executive Decree No. 24-103 of March 7, 2024, which amends and supplements Executive Decree No. 08-130 of May 3, 2008, pertaining to the basic law for research professors.
The anticipated text will define the procedures, conditions, and methods for processing transfer requests, ensuring a clear and precise administrative path. A dedicated digital platform is under development to assist research professors in transferring.
This platform will enable eligible candidates, within a specified timeframe, to access information on available financial positions designated for transfer, based on their rank and established criteria. The processing of applications will rely on a digital mechanism conducted online by the director of the original institution and then by the director of the receiving institution, adhering to a set of objective criteria, including the needs of the specialization.
