AADL 3: New Details Emerge on Pricing and Payment Plans

Boumerdès, Algeria – Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, presided over the cornerstone laying ceremony for 20,000 AADL 3 (Agence d’Amélioration et de Développement du Logement) rental-purchase housing units in the new urban center of Sidi Hellou, Boumerdès province. This event underscores a nationwide program aimed at accelerating housing construction.

The Minister stated that this project is part of the larger initiative launched by President Abdelmadjid Tebboune during his visit to Constantine on November 20, 2025. This initiative greenlit the construction of 46,000 AADL 3 units across various provinces, including 8,050 units in the Sissaoui urban center of Constantine.

Minister Belaribi highlighted the significant progress in allocating AADL 3 projects. As of December 15, 2025, approximately 50,000 units have been allocated, with projections reaching 62,000 by year’s end, demonstrating the rapid pace of the housing program’s implementation.

Regarding financial aspects, the Minister revealed the initial installment amounts: 343,000 Algerian Dinars for three-room apartments and 431,500 Algerian Dinars for four-room apartments.

In a move designed to ease financial burdens, the Ministry, acting on presidential directives, will allow AADL 3 registrants to pay the initial installment in two phases over three months. Beneficiaries will pay 50% of the initial installment within two months of receiving the payment order through the AADL 3 digital platform (171,500 DZD for three-room apartments and 215,750 DZD for four-room apartments). The remaining 50% will be due within an additional month.

The Minister emphasized that this measure aims to alleviate the financial strain on citizens, providing them with sufficient time to complete payments. He reaffirmed the housing sector’s commitment to realizing the program’s goals.
