Interior Minister Clarifies Traffic Law Amendment Rationale

Algiers, December 16, 2025 – Minister of Interior, Local Authorities, and Transport, Said Saayoud, has addressed concerns regarding amendments to the proposed traffic law, emphasizing the need for a balanced approach combining public awareness campaigns with stricter enforcement measures. His remarks came in response to inquiries from members of the People’s National Assembly during discussions on the draft legislation.

Minister Saayoud stressed that the primary objective of the proposed amendments is to enhance citizen safety and reduce the number of traffic accidents. He argued that relying solely on public service announcements is insufficient and that a deterrent effect, achieved through consistent and firm application of the law, is essential.

“Protecting citizens from traffic accidents remains the fundamental goal of this project,” Saayoud stated, highlighting that other nations have achieved significant reductions in traffic incidents through rigorous law enforcement, including immediate detention and prosecution for traffic violations such as ignoring traffic signals.

The Minister firmly denied any allegations that the proposed traffic law amendments include unjustified financial burdens or are intended as a revenue-generating measure. “We are not presenting a finance law or imposing taxes on citizens,” he clarified. “This is a legal text primarily designed to protect lives and minimize losses resulting from road accidents.”

Saayoud further explained that his perspective stems from both personal conviction and his responsibilities as a government official. He maintained that the state must simultaneously promote awareness and education while implementing legal deterrents. He acknowledged the diverse composition of society, necessitating a balanced approach to ensure compliance with traffic laws and safeguard public safety.

The Minister’s comments underscore the government’s commitment to reducing traffic fatalities and injuries through a multifaceted strategy that combines public awareness with robust enforcement of traffic regulations.
