Barham Salih Elected UN High Commissioner for Refugees

United Nations, New York – The United Nations General Assembly has elected former Iraqi President Barham Salih as the new UN High Commissioner for Refugees (UNHCR). This marks the first time in over five decades that the position has been filled by a leader from the Middle East.

Salih’s appointment was confirmed yesterday, Thursday, by the 193-member General Assembly. He was nominated by UN Secretary-General Antonio Guterres to succeed Filippo Grandi, who has led the UNHCR since 2016. The assembly approved the 65-year-old politician by acclamation, with applause erupting in the hall upon the official announcement of his election.

Secretary-General Guterres, a former High Commissioner for Refugees himself, stated that Salih brings “extensive diplomatic, political, and administrative leadership experience to the role,” highlighting his background as “a refugee, a crisis negotiator, and an architect of national reforms.” Salih’s five-year term will commence on January 1, 2026.

Salih, a British-educated engineer from Iraqi Kurdistan, will face significant challenges. The number of displaced persons and refugees worldwide is nearing record levels, almost double what it was when Grandi assumed office. Simultaneously, funding has decreased this year due to reduced contributions from the United States and the redirection of funds from other Western donors toward defense spending.

The UNHCR, headquartered in Geneva, Switzerland, was officially established on December 14, 1950. Its mission is to provide international protection to refugees and seek lasting solutions to their plight. The High Commissioner manages the organization and directs its work, supported by a Deputy High Commissioner and two Assistant High Commissioners for Protection and Operations.
