ALGIERS – The Ministerial Council has endorsed the joint statement from the Second Ministerial Conference of the Russia-Africa Partnership Forum (December 19-20, 2025), signaling a shared political will to bolster economic, trade, and investment cooperation between Russia and African nations. The agreement also aims to support peace and security, advance sustainable development efforts, and achieve mutual interests.
The statement outlines several key areas of focus, including:
General Provisions: The meeting in Cairo, Egypt, brought together foreign ministers from the Russian Federation and African nations recognized by the United Nations, along with leadership from the African Union Commission and executive bodies of prominent African integration organizations.
Strategic Cooperation: Participants welcomed the strategic level of cooperation between Africa and Russia, highlighting the active implementation of agreements from the first two Russia-Africa Summits (Sochi 2019 and St. Petersburg 2023), including the Russia-Africa Partnership Forum Action Plan for 2023-2026.
Future Planning: A commitment was made to continue preparing the next Action Plan for 2026-2029, with the goal of adopting it during the Third Russia-Africa Summit.
Past Achievements: High appreciation was expressed for the results of the First Ministerial Conference of the Russia-Africa Partnership Forum (Sochi 2024), and a renewed commitment was made to implement the joint statements adopted during the conference. This includes measures aimed at establishing a fair, transparent, and equitable system for international information security, strengthening cooperation in combating terrorism, and addressing current issues related to the exploration and use of outer space for peaceful purposes.
Shared Responsibility: The statement reaffirms the joint responsibility of African countries and the Russian Federation in promoting a just and stable world order. This order is to be based on the principles of sovereign equality among states, non-interference in internal affairs, respect for sovereignty and territorial integrity, and the right of all peoples to self-determination.
