Algeria Strengthens Strategy Against Transnational Crime

Algiers – Algeria is intensifying its efforts to combat transnational crime through a reinforced national strategy that bridges domestic law with international justice mechanisms. A specialized training event focused on international judicial cooperation in criminal matters was recently held in Algiers, underscoring the nation’s commitment to tackling cross-border criminal activities.

The Ministry of Justice, in collaboration with the Center for Legal and Judicial Research, organized the training, titled “Mechanisms of International Criminal Judicial Cooperation.” The event brought together key figures from Algeria’s judicial system, including the Director General of Judicial Affairs at the Ministry of Justice, Mohamed Houdoud, representing the Minister of Justice, Dr. Lotfi Boujemaa; the Director of Criminal Affairs and Pardon Procedures, Abdelrazak Ben Salem; and the Director General of the Center for Legal and Judicial Research, Boualem Farahawi. The First President of the Supreme Court, Taher Mamouni, also participated.

The training saw wide participation from judges and assistant public prosecutors from all 48 judicial councils, specifically those responsible for international cooperation files. Investigating judges from specialized national and regional criminal divisions, representatives from the Center for Legal and Judicial Research, and judges from military judicial bodies were also in attendance. This broad participation reflects Algeria’s commitment to unifying efforts and enhancing coordination among various judicial actors in cases with international criminal dimensions.

During the opening session, Mohamed Houdoud emphasized that the training aims to deepen discussions and exchange expertise on the legal framework and practical mechanisms for international criminal judicial cooperation. He highlighted the importance of addressing practical challenges in its implementation and exploring avenues to enhance and develop cooperation, ensuring greater effectiveness in judicial work and the proper administration of justice in Algeria.

A key focus of the training is improving the quality of judicial requests to enhance the effectiveness of international judicial cooperation. Participants explored strategies for streamlining processes and ensuring that requests meet international standards, ultimately contributing to more efficient and successful cross-border investigations and prosecutions.
