Justice Minister Highlights Prisons’ Role in National Security

Algiers – Minister of Justice, Dr. Lotfi Boujemaa, presided over the graduation ceremony for new cohorts of prison administration and reintegration personnel today, Monday, December 29, 2025. The event, held at the National School for Prison Administration Employees in Kolea, underscores the Algerian state’s strategic vision for modernizing the penal system and strengthening its rehabilitative dimension.

The graduating classes included the first cohort of Chief Re-education Officers, the thirtieth cohort of Re-education Officers, and the thirty-ninth cohort of Re-education Agents. These graduates are considered essential building blocks in the deep reform process underway within the national criminal policy, a reform focused on shifting from a purely punitive approach to one centered on reintegration and societal protection.

The ceremony witnessed a significant official presence, including the Minister of Vocational Training and Education, the Secretary-General of the Government, and the Governor of Tipaza. Also in attendance were the President of the People’s Provincial Assembly, the Attorney General at the Supreme Court, the President and State Commissioner of the Council of State, and the President and Commissioner of the Court of Conflict. The Director-General of National Security and the Director-General of Customs were also present, along with senior officials and representatives from judicial, military, and local bodies.

Minister Boujemaa emphasized that prison administration and reintegration is no longer an isolated technical sector, but an active element in the comprehensive security system and modern criminal policy. This aligns with the Algerian state’s commitment to upholding the rule of law, respecting human rights, and combating recidivism through training and rehabilitation.

The Minister highlighted the Ministry of Justice’s dedication to investing in human capital through specialized scientific and professional training that keeps pace with legal and institutional changes. This training equips re-education agents and officers with modern tools to effectively manage and rehabilitate inmates, ensuring a more effective and just penal system. The Justice Minister reiterated the crucial role prisons play in ensuring a safe and secure society for all Algerians.
