New Regulations for Express Mail Services Take Effect

Algiers, January 4, 2026 – The Ministry of Posts and Telecommunications announced today the implementation of new regulations governing express mail, parcel delivery, and last-mile delivery services across the country.

In a statement released this Sunday, the Ministry clarified that these regulations, developed in coordination with the Postal and Electronic Communications Regulatory Authority, establish a clear and modern framework for the sector. The new guidelines aim to foster a more organized and supportive environment, prioritizing collaboration over punitive measures and building trust between service providers and customers.

The implementation of these regulations represents the culmination of collaborative institutional efforts. The Ministry played a pivotal role in anticipating the need for such a framework and initiating discussions, while the Regulatory Authority translated these needs into applicable legal and regulatory terms.

The Ministry reaffirmed its commitment to supporting stakeholders in this sector and to structuring the express mail industry to ensure more reliable and transparent services for citizens. This initiative is also expected to contribute to value creation and job opportunities within the country.

This regulatory achievement benefits Algerian consumers and is the result of ongoing work and consultations that began with a meeting chaired by the Minister, Sid Ali Zerrouki, with express mail operators on September 9th, in the presence of sector officials and the Chairman of the Postal and Electronic Communications Regulatory Authority.

The Ministry of Posts and Telecommunications emphasizes the importance of these new regulations for the development of a modern and efficient postal service in Algeria.
