Algiers – The Ministry of Posts and Telecommunications has addressed the reasons behind the delayed appointments of successful candidates from a recruitment drive by Telecom Algeria for its southern region. The explanation comes after persistent inquiries regarding the matter.
Minister of Posts and Telecommunications, Sid Ali Zerrouki, clarified the situation in response to a written inquiry submitted by a member of the National People’s Assembly, concerning the long-pending appointments despite the announcement of successful candidates over a year ago.
The Ministry explained that Telecom Algeria conducts its recruitment processes in accordance with established organizational procedures and in line with the company’s needs, a practice consistent with other economic institutions in Algeria.
Regarding delays in regularizing the status of vocational training trainees who completed internships at Telecom Algeria facilities in southern provinces, the Ministry, through Minister Zerrouki, attributed the primary cause to the company’s inability to obtain employment records from the National Employment Agency.
The Ministry further clarified that these trainees completed their internships prior to June 10, 2018, before the enactment of Law No. 18-10, dated June 9, 2018, which governs apprenticeship rules. Specifically, Article 67 of the law grants employers the option to directly hire apprentices upon completion of their training, bypassing the need to go through employment agencies.
The Ministry emphasized that the files of these trainees are currently under careful review by all relevant parties. The goal is to identify appropriate solutions to regularize their situations while ensuring adherence to applicable laws and regulations. This approach aims to protect the rights of trainees to professional integration following the completion of their training periods.
Furthermore, the Ministry highlighted Telecom Algeria’s focus on utilizing a network of small and medium-sized enterprises (SMEs) in its fiber optic deployment projects. This strategy provides practical opportunities for trainees to gain experience and participate in vital infrastructure development projects.
