Prime Minister Highlights Technical Amendment to Constitution

Algiers – Prime Minister Seif Ghrib emphasized that the technical amendment to the Constitution represents a strategic choice for the nation, aimed at bolstering stability and solidifying legitimacy. This declaration was made during a presentation detailing the amendment and the organic law on elections at the Abdellatif Rahal International Conference Center.

The Prime Minister stated that this move aligns with the Algerian state’s strategic vision to fortify the democratic process and strengthen the rule of law. This approach involves gradual reform based on institutional stability and constitutional continuity.

He further clarified that this step reflects a firm political will to develop the legal system in response to evolving realities, without compromising national constants or fundamental constitutional achievements.

Ghrib highlighted the 2020 Constitution, initiated by President Abdelmadjid Tebboune, as a historic turning point in building a modern state. He noted that it established a more balanced constitutional framework, strengthened the rule of law, enshrined rights and freedoms, expanded political participation, and solidified the role of civil society while establishing a genuine balance of power.

The Prime Minister added that the 2020 Constitution has reinforced the independence of regulatory bodies, enhanced the status of advisory bodies, and created new institutions that have contributed to improving the quality of public service. This is part of a national orientation towards ethics in public life and the consolidation of principles of transparency and integrity.

Regarding the technical amendment, the Prime Minister explained that it involves a precise treatment of certain procedural provisions and practical details that have emerged from field application. The aim is to close loopholes and achieve full harmony between constitutional texts and the legislative system, without affecting the essence of constitutional principles or the sovereign foundations of the state.

He affirmed that this approach reflects the state’s commitment to adopting a careful legal approach based on accuracy and stability, avoiding any impulsive logic or revisions that would affect the major pillars of the constitutional system. Presidential directives are in place to ensure the democratic gains are secured.
