Algiers – The Ministry of National Education has issued an official clarification regarding the professional standing of graduates from Higher Teacher Training Schools (Écoles Normales Supérieures) in relation to those holding Master’s degrees. The statement comes in response to a parliamentary inquiry directed to the Minister of Education, Mohamed Seghir Saadaoui.
The Ministry, in its official communication referenced as number 627, acknowledged the parliamentarian’s query concerning the status of graduates from the Higher Teacher Training Schools. Minister Saadaoui expressed his appreciation for the deputy’s interest in the affairs of the national education sector, reaffirming the Ministry’s commitment to providing necessary clarifications on pertinent issues.
The Ministry emphasized that the process of filling teaching positions, particularly those of professors, adheres to established employment regulations and mechanisms, primarily driven by pedagogical needs. These mechanisms align with the provisions outlined in Order 06-03 dated July 15, 2006, which encompasses the General Public Service Law, specifically Article 80.
According to the Ministry, the primary mechanism involves direct recruitment of candidates who have undergone specialized training, as stipulated in the fundamental laws governing educational institutions. This criterion is consistently applied across all fundamental laws pertaining to employees within the national education sector.
In this context, the Ministry highlighted Executive Decree No. 25-54 dated January 21, 2025, which grants priority in teacher recruitment to graduates of Higher Teacher Training Schools. It further clarified that if vacant positions remain unfilled, recruitment through competitive examinations based on qualifications or tests is exceptionally employed, adhering to specific legal frameworks. This measure aims to ensure the constitutionally guaranteed right to education.
Regarding classification, the Ministry of National Education clarified that it is determined by the qualification levels stipulated within the provisions of the fundamental law and the salary grid, ensuring no discrimination in classification between graduates of the Higher Teacher Training Schools and holders of Master’s degrees with equivalent qualifications and experience.
