Algiers – The Director of the Presidential Cabinet, Boualem Boualem, has addressed recent speculation surrounding the postponement of the review of the technical amendment to the Constitution by the Council of Ministers.
Speaking at a press conference held on the sidelines of a seminar dedicated to discussing the proposed constitutional amendment and the organic law related to the electoral system, Mr. Boualem dismissed suggestions that the delay was linked to the absence of the Minister Delegate to the Minister of National Defense, Chief of Staff of the People’s National Army, Lieutenant General Said Chengriha.
“These interpretations are baseless,” Mr. Boualem stated emphatically. He clarified that the reasons for the postponement were purely procedural and organizational, and had no connection to the absence of any particular official. He affirmed that the decision to delay the review was made to allow for a more thorough discussion and enrichment of the content of the proposed amendments.
Mr. Boualem emphasized that both the draft constitutional amendment and the organic law on elections had already been presented to the Council of Ministers, following prior review at the government level. He explained that the postponement aimed to provide an opportunity for various political formations to contribute to the projects, thereby strengthening consensus and broadening the scope of consultation.
He reiterated that the delay was not related to Lieutenant General Said Chengriha’s absence, who was on leave, but rather a deliberate move to foster a more inclusive and participatory process in shaping the critical legal frameworks. The government aims to ensure the widest possible agreement on these important reforms.
The seminar, held at the Palais des Nations, was convened under the auspices of the President of the Republic. The event served as a platform for detailed presentations and discussions on the proposed changes to the Constitution and the electoral system.
