Outcomes of the Council of Ministers Meeting

On January 25, 2026, President Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defense, chaired a meeting of the Council of Ministers. The session addressed presentations regarding the launch of the zinc and lead mine in Oued Amizour and the progress of the mining railway project on the Bled El Hadba – Oued Kebrit – Annaba Port line, intended for the transport of extracted and produced phosphates and fertilizers.

Following the presentation of the agenda and a report on government activity over the past two weeks by the Prime Minister, the President of the Republic issued several orders and instructions. He directed the Prime Minister to ensure rigorous field follow-up on the implementation of decisions made by the Council of Ministers and the government.

The President approved a subsidy of 10 million centimes for the costs of Algerian pilgrims this year, reducing the total price to 82 million centimes instead of 92 million centimes.

Regarding the launch of the Oued Amizour zinc and lead mine, the President emphasized that this promising economic project must commence in March 2026, citing its potential to provide jobs and economic benefits for the region and Algeria as a whole.

On the progress of the mining railway project (Bled El Hadba – Oued Kebrit – Annaba Port), the President stated that state investment in the mining sector aims to establish new foundations and resources for the national economy for future generations. He ordered the Minister of Public Works to submit monthly progress reports, stressing that works must be completed by the end of 2026, with the line entering service by the first quarter of 2027 at the latest to increase Algeria’s fertilizer production capacity. He also directed the government to provide daily monitoring of the project and overcome all obstacles, moving to maximum speed with continuous work.

Concerning the mining pier within the expansion of Annaba Port, the President ordered coordination between the sectors of Public Works, Interior, Transport, and the foreign partner to double the pace and complete the project by the end of 2026. This project is part of the strategy for economic transformation and liberation from hydrocarbon dependency.

Regarding the 2026 fisheries roadmap, the President affirmed that developing the fisheries and aquaculture sector is a national priority due to its importance in food security. He called for doubled efforts to increase production and announced the state’s continued commitment to supporting fishermen through incentives and modern exploitation methods to fully utilize Algeria’s fishing quotas. He also ordered the involvement of the fishermen’s federation in all decisions concerning the sector. In agriculture, he directed the use of modern mechanization to increase the production of fruit trees, specifically focusing on high-yield economic trees such as Argan trees.

Regarding the national football team’s participation in the recent Africa Cup of Nations, the President tasked the Minister of Sports with conveying his warm congratulations to the national team and its technical staff, led by coach Vladimir Petković, wishing him success in the upcoming World Cup. The President also gave a special salute to Algerian fans, particularly members of the diaspora who traveled from across the world to support the team.

The Council of Ministers meeting concluded with the approval of several appointments and terminations of duties for senior state positions.
