Ministry of Housing Reveals Percentage of “AADL 3” Subscribers Who Paid the First Installment

The Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, chaired a technical meeting today, Monday, at the ministry’s headquarters, in the presence of central ministry officials and executives from the National Agency for Housing Improvement and Development (AADL).

The first part of the meeting was dedicated to the contracts of AADL 2 program subscribers. The Minister ordered the launch of an interactive digital application for notary offices, specifically for delivering subscriber contracts, starting next March. He also emphasized the application of the legal 10 percent discount on the remaining housing amount, in accordance with current legislation.

The second part of the meeting focused on evaluating the progress of 80,000 housing units under the AADL 3 formula, which began construction at the end of 2025. Regarding the remaining quota of 120,000 AADL 3 units, the Minister issued instructions to begin construction before the end of next month.

Regarding the program for 300,000 housing units under the AADL 3 formula, registered in the 2026 Finance Law, the Minister ordered the removal of all administrative and technical obstacles to ensure the actual start of this significant housing program.

On the commercial side, it was recorded that 85 percent of accepted subscribers had paid the first part of the first installment as of February 9, 2026. Consequently, it was decided to open the door for appeals regarding apartment types through the AADL 3 digital platform starting next March.
