In a significant move, President Teboune has activated Article 150 of the constitution, allowing him to deliver an annual speech to the nation before both chambers of parliament. Constitutional law expert Professor Alaoua Al-Ayeb stated that this decision reflects his desire to solidify the traditions and principles of the new democratic republic.

Al-Ayeb, in a statement to the national radio today, explained that the president invoked this article for several reasons, with the primary objective being the establishment of a new democratic republic. He emphasized the significance of the 2020 constitution, considering it a genuinely representative constitution due to the committee that prepared it and the consultations involving all political and academic entities.

Highlighting the crucial amendments in the new constitution’s electoral law, Al-Ayeb pointed out the elimination of closed lists and the eradication of corrupt practices to foster a more ethical political landscape. He affirmed that the president’s address to the nation in parliament is a recognition and appreciation of this constitutional institution.
