Outcomes of the Government Meeting

Prime Minister Saifi Gharib chaired a government meeting on Tuesday dedicated to reviewing several files. During the session, the government began examining a draft executive decree outlining the procedures for the creation, organization, and operation of agricultural cooperatives. This text aims to modernize the legal and regulatory framework for agricultural cooperatives in Algeria, enhancing their role in agricultural development, food security, and the promotion of rural investment.

The draft decree introduces several updates, notably simplifying creation procedures by adopting a registration system instead of accreditation. It also clarifies basic laws and internal governance by introducing variable social capital, the possibility of establishing branches, and strengthening the role of cooperative unions.

In accordance with the President’s directives, the government started studying the 2026–2028 roadmaps for each sector before their submission to the Council of Ministers for approval. In this context, the government heard a presentation on the industry sector roadmap, which focused on diversifying national industry and increasing its contribution to the Gross Domestic Product (GDP), as well as the strategic vision for strengthening the national ecosystem dedicated to industrial development.

The Prime Minister emphasized the general directives regarding the methodology for preparing sectoral roadmaps. These include defining strategic axes based on an objective diagnosis of the current situation, identifying operational mechanisms and tools to implement the strategy, and aligning strategic objectives with available human and financial resources. He also stressed the importance of ensuring cross-sectoral interaction for proposed measures and projects and estimating timelines for their implementation.
