Algeria and DRC Forge Strategic Partnership to Boost African Hydrocarbon Sector

Algeria and the Democratic Republic of Congo (DRC) have taken a significant step forward in their energy cooperation, signing a strategic agreement to bolster their partnership across the entire hydrocarbon value chain. This landmark accord was finalized during a working visit to Algiers by the Congolese Minister of Hydrocarbons, Acacia Bandubola Mbongo.

The collaboration will encompass exploration, production, refining, training, technology transfer, and infrastructure development, with a shared ambition to contribute to Africa's energy integration. The visit, extended by invitation from Algerian Minister of State, Minister of Hydrocarbons, Mohamed Arkab, underscores a mutual commitment from Algiers and Kinshasa to elevate their energy cooperation to a strategic partnership level through tangible projects.

Key discussions at the Ministry of Hydrocarbons, attended by high-ranking officials including the DRC Ambassador to Algeria, the CEOs of Sonatrach and Alnaft, and the President of the Hydrocarbons Regulatory Authority (ARH), focused on deepening bilateral relations in the energy sector. Both nations emphasized the critical role of hydrocarbons in driving economic development, creating value, and strengthening energy sovereignty. They reaffirmed their historical ties and commitment to a durable partnership based on complementarity, experience exchange, and skill-sharing.

The agreement opens avenues for joint projects in hydrocarbon exploration and production, oil and gas field development, refining, petrochemicals, and the marketing and distribution of petroleum products. Cooperation extends to gas industry development, hydrocarbon transport, specialized oil services, energy engineering, and related logistics. Both countries highlighted opportunities in energy infrastructure, including refinery construction and rehabilitation, and the development of oil and gas facilities and pipelines.

Algeria, through Sonatrach and its national institutions, will share its extensive expertise in research, exploration, field development, production, transport, and hydrocarbon processing. Minister Arkab confirmed Algeria's readiness to support the DRC's efforts in modernizing and developing its energy industry.

A crucial aspect of this partnership is the focus on human capital development. Both sides recognized its strategic importance for sustainable development and the success of energy projects. Plans include specialized training programs, expert exchanges, and knowledge transfer mechanisms. The Algerian Petroleum Institute is set to play a pivotal role in qualifying human resources for the oil and gas industry.

The signed agreement establishes a permanent institutional framework to promote bilateral cooperation in the hydrocarbons sector, fostering exchanges of expertise, technical knowledge, and best practices, and encouraging partnerships between public entities, specialized institutions, and national companies. It covers a broad spectrum from exploration to marketing, including liquefied petroleum gas (LPG) and related services.

Embracing future trends, the collaboration will also extend to emerging areas like digitalization, technological innovation, scientific research, and artificial intelligence (AI) to optimize operations and enhance competitiveness. The two nations aim to integrate modern technologies into their energy development strategies to meet global market challenges.

Discussions also touched upon continental energy cooperation, with Algeria and the DRC endorsing their coordinated efforts within the African Petroleum Producers' Organization (APPO). They reiterated their commitment to advancing African energy projects and fostering regional integration to enhance Africa's energy security and support sustainable development goals. This shared vision aims to build a more integrated and resilient African energy landscape.
