Algeria's Ministry of National Education has issued detailed clarifications on the procedures and conditions for managing newly created teaching positions within the sector. The ministry emphasized that all operations related to covering "job vacancies" are conducted according to strict, well-defined criteria.

Responding to a written inquiry from Member of Parliament Rabah Jeddou, and through communication from the Ministry of Relations with Parliament, the Minister of National Education, Mohamed El-Mekki Saâdawi, addressed a matter of significant importance: the management of newly established positions, particularly in the Djelfa province. His clarifications aim to provide clear insights and prevent ambiguity.
Regarding the transfer of surplus teachers from one educational institution to another, Minister Saâdawi confirmed that this is a legal and well-established procedure, enshrined in regulatory texts, provisions, and legal legislation. This practice is viewed as a practical measure that optimizes the use of financial positions and ensures that teachers fulfill their required weekly workload.
Educational institution administrations resort to transferring and reassigning teachers to schools experiencing staffing shortages to ensure pedagogical balance and rationalize the utilization of financial positions. This is in line with the provisions of Executive Decree No. 25-54, dated January 21, 2025, which includes the specific statute for employees belonging to the national education sector.
In a related directive dated May 20th, the head of the sector highlighted that the processes for opening financial positions at the provincial education directorates adhere to current legal texts and controlled criteria. The goal is to provide the necessary staffing at the required numbers to ensure quality education for students and prevent classes from being left without pedagogical supervision.
Educational institutions across all three levels—primary, middle, and secondary—that face a shortage in pedagogical staffing for various subjects and specializations will be balanced with teachers at the beginning of the upcoming academic year 2026/2027. This will occur immediately after the announcement of the results for the national recruitment competition based on qualifications, for the rank of First Class Teacher, for the year 2025.
