Full Statement from the Cabinet Meeting Chaired by President Tebboune

President Abdelmadjid Tebboune, the Commander-in-Chief of the Armed Forces and Minister of National Defense, chaired a Cabinet meeting today, Sunday. The meeting addressed several sector-specific proposals, according to a statement from the Cabinet. Here is the full text of the statement:

“President Abdelmadjid Tebboune chaired a Cabinet meeting today which discussed a draft law on civil status and proposals including the basic laws for the medical and paramedical health sectors, the financing of startups, and the ongoing development and equipping of the new Algerian Media City project.”

After the opening of the meeting by the President, the agenda was reviewed followed by a presentation from the Prime Minister on the government’s activities over the past two weeks. President Tebboune then issued the following orders and directives:

Regarding the draft law on civil status:

  • President Tebboune ordered the postponement of the discussion of the draft law to further enrich it, emphasizing the special importance of the civil status law as a modern and permanent information base that should be managed by elected officials. He directed the Minister of Justice to involve judges and governors in enriching the draft law.

Regarding the interim report on the progress of digitization:

  • The President appreciated the positive pace of the digitization process, particularly regarding connectivity at the government sector level.

Regarding the basic laws for the medical and paramedical sectors:

  • President Tebboune highlighted the pivotal role that the medical and paramedical staff play in ensuring national health security, which necessitates giving special attention to this sector including protection, retirement benefits, and incentives based on the nature of work areas. As the basic law involves more than just financial aspects, he ordered a thorough re-examination in the Council of Government.

Regarding the revaluation of pensions and retirement grants for 2024 for retirees of the wage-earner or non-wage-earner system:

  • President Tebboune agreed to the revision of grants for retirees across all categories, considering the evolution of living standards, while taking into account the financial capabilities of the state to maintain social protection for this group that has contributed significantly to the nation. He directed the government to precisely review it in the Council of Government and initiate detailed studies to determine the level of increases to be phased in at the next Cabinet meeting.
  • The government was directed to seek additional new financing methods for the National Retirement Fund to align these increases with the development of the national economy.

Regarding the financing of startups:

  • President Tebboune affirmed the continuation of financing and support for startups, which have seen significant development in recent years, involving the private sector in this process in exchange for incentives.
  • The next phase is to focus on quality over quantity, as the field of startups represents an economy of knowledge, intelligence, and economic efficiency. He emphasized that financing these institutions should target the youth and consider the quality of new projects.

Finally, the Cabinet approved granting an international tender license to follow up, execute, and equip the new “Dzaïr Media City,” where the President stressed the necessity of involving national institutions to realize this vital project.
