Banque d’Algérie Introduces New Export Credit Facility to Boost National Trade

The Banque d’Algérie announced on August 10, 2026, the issuance of instruction n°08-2026, which outlines new conditions for financing export operations. This significant policy measure aims to empower approved banks to grant short-term credits in Algerian Dinars to exporters. The initiative is specifically designed to cover a range of expenses directly associated with export activities, from the initial acquisition of goods to their final shipment, thereby fostering a more robust and diversified national export sector.

Under the new instruction, financing is available for export operations conducted via an irrevocable and confirmed documentary credit or a sight documentary remittance. This support is extended to all economic operators registered in the commercial register, particularly those whose activity codes fall under production (position 1) and export/trading (position 7). The eligible expenses for this financing encompass the acquisition of goods for export, raw material procurement, manufacturing, packaging, and all other necessary expenditures incurred until the goods are dispatched.

To ensure efficient processing, the instruction stipulates that the intermediary banks must not exceed a seven-day period for reviewing credit applications, commencing from the receipt of a complete dossier. The amount of financing provided will be determined by the approved intermediary bank, based on the exporter's specific treasury needs for the export operation and a thorough assessment of the associated credit risk. Furthermore, banks are required to verify that the product intended for export is duly referenced on the national platform dedicated to exports, ensuring compliance and transparency in the process.

Exporters benefiting from this facility are obligated to repay the financing upon its maturity and to repatriate the foreign currency proceeds from the export operation within the agreed conditions and deadlines, in accordance with current regulations. This comprehensive framework, which also includes a prior measure by the Banque d’Algérie on July 28, 2026, setting a 48-hour deadline for the domiciliation of export operations, underscores Algeria's commitment to streamlining and accelerating its export processes to achieve greater economic growth and diversification.
