ENCC Spa, Ferrovial Sign for 70% Local Phosphate Wagon Production

The Entreprise Nationale des Constructions Métalliques et Chaudronnées (ENCC Spa) and Ferrovial group have formalized an industrial partnership through a framework agreement signed on Wednesday, September 16, 2026. This collaboration focuses on developing the local manufacturing of specialized railway freight wagons within Algeria, specifically targeting wagons for mineral transport. A key objective of this agreement is to achieve a national integration rate exceeding 70% in the production of these wagons.

The primary focus of this national manufacturing program is the production of wagons dedicated to the transport of mining materials, notably phosphate, which is identified as a significant strategic resource for the Algerian economy. The agreement, signed by Abdelhalim Arouch, CEO of ENCC Spa, and Mounir Abbassi, General Manager of Ferrovial, marks the official commencement of this strategic industrial cooperation. Saïd Arabet, Chairman of Ferrovial's board, was also present at the signing ceremony.

This partnership is designed to support the national railway industry, enhance the value of the country's strategic mineral resources, and reduce reliance on imported specialized railway equipment. By combining the expertise and industrial capabilities of both entities, the initiative aims to strengthen Algeria's local production capacity, foster the development of national technical skills through technology transfer, and create both added value and skilled employment opportunities. Ultimately, this cooperation seeks to establish a specialized national sector for freight railway wagon manufacturing, thereby promoting locally produced goods and reinforcing the nation's industrial sovereignty in this crucial domain.
