COSOB Alerts Public to Unauthorized Financial Activities

The Commission for the Organization and Supervision of Stock Exchange Operations (COSOB) has issued a warning against conducting financial market activities without first obtaining the required accreditations and authorizations. This initiative aligns with COSOB's mission to oversee and supervise financial market activities, aiming to protect investors and savings invested in securities and related financial products. The regulatory authority urged both companies and the general public to exercise considerable vigilance in their financial dealings.

COSOB specifically identified "Numival Capital," a company established on December 9, 2025, which included regulated activities such as stock exchange intermediary and investment fund management in its corporate purpose. The regulator clarified that "Numival Capital" has not submitted any requests for the necessary accreditations or authorizations to its services. Consequently, COSOB stated that Numival Capital is not authorized to operate or present itself as a stock exchange intermediary, nor is it permitted to engage in investment fund management activities. The authority stressed that the exercise of these regulated activities is contingent upon obtaining prior approvals or authorizations mandated by current regulations, noting that registration in the commercial register alone does not confer the right to perform regulated activities.

In light of these findings, COSOB has called upon investors, companies, and other legal entities participating in the financial market to exercise the utmost vigilance. They are advised to verify, prior to any engagement, that the service provider they intend to use is duly approved or authorized for the specific activity in question. This proactive measure underscores Algeria's commitment to maintaining a secure and transparent financial market environment, ensuring the protection of public investments and fostering confidence among market participants.
