President Outlines Vision for “Victorious Algeria” Project

Algiers – President Abdelmadjid Tebboune presented his vision for the “Victorious Algeria” project on Tuesday, following his electoral campaign theme for the September 7 presidential elections. In his second term, President Tebboune emphasized raising ambitions with “confidence and stability.”

Speaking at the Palace of Nations in Algiers after taking the constitutional oath, President Tebboune addressed high-ranking state officials and representatives of the nation’s key institutions. He reaffirmed his commitment to the “Victorious Algeria” project, highlighting the central role of the Algerian people, especially the youth, in achieving this vision.

The president declared, “We embark on a second presidential term, renewing our vow to God, the people, and history, while upholding the legacy of Algeria’s heroic martyrs.” He expressed confidence in enhancing economic performance and expanding both national and foreign investments during this term.

Achievements of the First Term

Reflecting on his first term, President Tebboune acknowledged the weight of responsibility and the challenges ahead, particularly in light of internal and international pressures. He stressed the importance of consolidating the achievements made in the previous term, which he described as clear and undeniable.

The president expressed pride in the Algerian people’s resilience and the ambition of the nation’s youth. He credited their maturity and determination for helping Algeria navigate difficult circumstances over the past five years, which were marked by institutional distrust, corruption, and economic despair. He noted that these issues have been addressed through the restoration of national trust and the implementation of 54 commitments made to the people.

Vision for the Second Term

President Tebboune announced plans for a national dialogue to chart Algeria’s path toward genuine democracy, not just empty slogans. Despite the challenging global environment, he highlighted the launch of numerous national projects aimed at driving victories in various sectors. These include housing, infrastructure, health, transport, culture, sports, and social development.

The president pointed to the massive projects in mining, iron, phosphate, and zinc production, as well as infrastructure projects like the railway expansion connecting northern Algeria to the southernmost regions. These initiatives aim to boost Algeria’s economic development.

He also reaffirmed his goal to increase Algeria’s gross national income to $400 billion, positioning the country among emerging economies. A significant focus will be on diversifying the economy beyond hydrocarbons, with plans to surpass $15 billion in non-oil exports by the end of the second term.

Agricultural production has seen significant growth, particularly in strategic crops, reducing Algeria’s dependency on imports. Additionally, the president set an ambitious target for the startup sector, aiming to reach 20,000 startups by the end of the term, compared to the current 8,000.

Investment opportunities have also surged, with 9,000 projects underway, many of which are set to create jobs and contribute to Algeria’s industrial sector, projected to account for 12% of GDP.

In the water resources sector, the president outlined plans to achieve water security nationwide, with the construction of five major seawater desalination plants, fully managed by national expertise.

On housing, he reaffirmed his commitment to build two million housing units across all formats and increase the rural housing grant. He also pledged to bring an end to the issue of marginalized areas.

Concluding his speech, President Tebboune promised to deliver a detailed address to the nation before the end of the year, outlining the roadmap for his second term and providing a comprehensive economic and financial report on his first term.
