ALGIERS – The Minister of Culture and Arts, Zouheir Bellou, has affirmed that the recent restructuring of the Algerian Center for Cinema Development (CADC) and the expansion of its powers will inject new dynamism into the nation’s cinematographic industry and ensure more effective management of cinema halls nationwide.During an inspection visit to the Center’s headquarters in El Achour on Thursday, Minister Bellou stated that this strategic overhaul is a critical step in developing and advancing the film industry in Algeria. The new structure is a direct implementation of the directives issued by the President of the Republic, Mr. Abdelmadjid Tebboune, who envisions cinema as a “lever for identity and development”.
A Strategic Mandate for a New EraThe minister outlined the newly expanded responsibilities of the Center, which now has a broad mandate to revitalize the entire sector.
Key new tasks include:Managing and operating cinema halls at the national level.Promoting and encouraging private investment in the construction and operation of cinemas, including large multiplexes.Monitoring film production and all related cinematographic activities.Encouraging international cooperation in the field of cinema.
Bellou emphasized the important role the Center will play in developing and promoting the film and audiovisual industry. He noted that in the coming weeks, the Center will assume management of over 100 cinema halls across the country, under the supervision of the Ministry of Culture and local authorities.
Building a Comprehensive Cinematic EcosystemThe minister’s visit also included a stop at a project site for an “integrated film city,” where sets for upcoming film and television projects are currently being constructed. He used the occasion to call for expanded partnerships with private sector actors in scenography and other aspects of film production.Further strengthening the industry’s infrastructure, Bellou announced that the forthcoming National Cinema Center, currently under construction, will serve as a “one-stop shop” for filmmakers and professionals.
This body will streamline the process for obtaining all necessary licenses, accreditations, and permits related to establishing and operating cinemas, as well as film production and co-production.On the legislative front, the minister confirmed that his department is in the “final stage” of preparing and issuing all the implementing texts for the new Cinema Law, which will provide a solid framework for the cinematographic industry in Algeria.He also stressed the importance of training in the various professions linked to the film industry to ensure the sector’s advancement, mentioning that twinning agreements have been signed with several international schools to support the skills of professionals and encourage cinematographic creativity.
