ALGIERS – The President of the Council of the Nation, Mr. Azzouz Nasri, has lauded the policies implemented by the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at establishing the rule of law in a “new and victorious Algeria” that is dedicated to guaranteeing and protecting rights and freedoms.Speaking at the conclusion of a plenary session of the Council of the Nation, which approved two pivotal organic laws, Mr. Nasri praised the President’s vision. The session ratified legislation concerning the organization of the Court of Conflicts and a landmark law on the prevention of drugs and psychotropic substances.Implementing a Visionary ConstitutionMr. Nasri emphasized that the President’s forward-thinking policies are a direct manifestation of the November 1, 2020 Constitution. He stated that the constitution is designed to achieve national legal security by mandating the state to ensure the development and accessibility of legislation related to rights and freedoms. The legal amendment concerning the Court of Conflicts falls squarely within this progressive framework.The Minister of Justice and Keeper of the Seals, Mr. Lotfi Boudjemaa, further highlighted the significance of this law, noting it will “improve the performance of the Court of Conflicts and simplify procedures for litigants”. He added that the new provisions, which allow litigants to file claims electronically, are a “materialization of the President of the Republic’s instructions aimed at benefiting from the advantages of digitalization in all fields”.A Decisive and Comprehensive Fight Against NarcoticsThe new law on drug prevention and suppression was hailed as a direct embodiment of President Tebboune’s initiatives. Mr. Nasri specified that these initiatives include reinforcing the legal arsenal to combat narcotics, raising public awareness of their dangers, providing treatment and rehabilitation programs for addicts, and strengthening international cooperation to confront this menace.In this context, he stressed the critical preventive role of the family, education, and psychological support systems in protecting society from these poisons. The Minister of Justice described the law as a “new approach” that masterfully balances preventive, therapeutic, and deterrent measures, creating a “comprehensive, integrated, and multidimensional legal system to address this crime”.At the end of his address, Mr. Nasri paid special tribute to the “assiduous work carried out by the members of the People’s National Army, along with the other security forces, in combating drug trafficking and protecting the homeland and its citizens”.The ratification session was held in the presence of the Minister of Relations with Parliament, Ms. Kawtar Krikou.
