Moscow Offers Dialogue to Washington Amid Nuclear Test Allegations

Moscow, November 11, 2025 – Russia has expressed its readiness to engage in dialogue with the United States following accusations from Washington regarding alleged secret nuclear testing. This offer comes amidst escalating tensions between the two nuclear powers and ongoing challenges to resolving the conflict in Ukraine.

Russian Foreign Minister Sergey Lavrov stated in an interview that Moscow is prepared to discuss concerns raised by the U.S. regarding potential clandestine activities. “We are ready to discuss the suspicions raised by our American colleagues about the possibility of us secretly doing something in the depths of the earth,” Lavrov said.

Lavrov refuted accusations made by the U.S. President last week, alleging that Russia and China were conducting underground nuclear tests without transparency. Beijing has already denied these claims. Lavrov suggested that the U.S. could verify any alleged Russian nuclear testing through the global seismic monitoring system.

The Foreign Minister clarified that while nuclear tests are a serious matter, other types of tests are permissible. “Other tests, whether non-critical (i.e., those that do not lead to a nuclear chain reaction), or tests of delivery vehicles, have never been prohibited.”

No nation has officially conducted a nuclear test in the past three decades, with the exception of North Korea. Russia (then the Soviet Union) has not conducted a nuclear test since 1990, and China since 1996. However, many countries, including the United States, regularly conduct tests on nuclear weapon delivery systems, such as missiles, submarines, and fighter aircraft.

The United States is a signatory to the Comprehensive Nuclear-Test-Ban Treaty, and conducting a nuclear explosion would be a violation of the treaty. Concerns arose after the U.S. President announced he had instructed the Pentagon to “begin testing our nuclear weapons” in a manner comparable to Russia and China. He has since reiterated his intention to resume nuclear weapons testing, without specifying the details of his plans.
