The Algerian government convened on Wednesday, November 12, 2025, under the leadership of Prime Minister Sifi Gherib, to review several key legislative and regulatory proposals impacting various sectors. A primary focus of the meeting was the final review of the preliminary draft law concerning traffic regulations.
This revised draft law, formulated in response to directives from the President during the Council of Ministers meeting on November 2, 2025, aims to significantly strengthen measures to combat traffic accidents. The proposed legislation includes stricter and more far-reaching measures, as well as increased criminal penalties for offenders, all with the objective of reducing the number of accidents recorded annually.
In addition to the traffic law, the government examined an executive decree concerning the renewal of the license for the establishment and operation of a fixed public electronic communications network and related services, granted to Algérie Télécom (a joint-stock company). The draft decree incorporates amendments to the specifications, adapting them to the evolving sector, particularly regarding the provision of services related to the operation of the fixed electronic communications network. It also stipulates a revision of requirements concerning regional coverage, service quality, personal data protection, and cybersecurity compliance.
Furthermore, the government initiated a review of a draft executive decree outlining the conditions and procedures for engaging in audiovisual production and filming audiovisual works. This text, part of the implementation of Law No. 23-20 dated December 2, 2023, pertaining to audiovisual activity, represents a significant step toward completing the legal framework necessary to activate the new environment for practicing audiovisual activity.
Finally, the government heard a presentation on the crucial role of accreditation, conformity, and validation in the research, innovation, and valorization processes, as well as their contribution to strengthening the economic role of universities.
