Polisario Front Submits Expanded Proposal to UN’s Guterres

October 21, 2025 – The Polisario Front has presented an expanded proposal to the United Nations Secretary-General, António Guterres, in a move aimed at fostering a resolution to the Western Sahara conflict. Brahim Ghali, President of the Sahrawi Arab Democratic Republic (SADR) and Secretary-General of the Polisario Front, conveyed the proposal in a letter to the UN chief.

According to reports, the initiative arrives as the UN Security Council prepares to deliberate on the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO). The Polisario Front frames the proposal as a gesture of goodwill, aligning with the Security Council’s resolutions, including Resolution 2756 (2024), which emphasizes the need for both parties to demonstrate flexibility in seeking a resolution.

The Polisario’s expanded proposal is titled, “Polisario Front Proposal for a Mutually Acceptable Political Solution Guaranteeing the Self-Determination of the People of Western Sahara and Restoring Regional Peace and Stability.” It reiterates the Front’s earlier proposal submitted to the UN in April 2007, which was acknowledged by the Security Council in Resolution 1754 (2007) and subsequent resolutions. This initial proposal aimed to enable the Sahrawi people to exercise their inalienable right to self-determination through a UN-supervised referendum. It also expressed the SADR’s willingness to negotiate strategic and mutually beneficial relations with Morocco.

President Ghali emphasized that by presenting this expanded proposal, the Polisario Front remains prepared to share the “peace dividend” with the other party, provided there is a genuine political will to do the same. The ultimate goal is to achieve a just, peaceful, and lasting solution that guarantees the Sahrawi people’s right to self-determination and restores regional peace and stability, in accordance with the principles of the UN Charter and the Constitutive Act of the African Union.

The Polisario Front maintains its firm belief that a peaceful, just, and lasting resolution to the Western Sahara conflict, based on relevant principles of international law, is not only urgent but also achievable if there is a genuine political will to move away from solutions based on the status quo.
