US Mulls New Ukraine Peace Plan Amidst Potential Zelenskyy Visit

Washington is reportedly considering a new plan to resolve the conflict in Ukraine, with a potential visit from Ukrainian President Volodymyr Zelenskyy to the United States on the horizon. Keith Kellogg, the US Special Envoy to Ukraine, hinted at the possibility during a recent interview.

Kellogg stated that the proposed plan is "good" but requires further refinement and clarification. He indicated that the finalization of the plan is nearing completion. "I believe that when Zelenskyy visits the United States—which is likely but not certain—there will be an opportunity to discuss this plan as a suitable solution," he said.

The US official also suggested the inclusion of supplementary documents, including "an appendix that may include security guarantees." Kellogg added, "I recently spoke with Jared Kushner, the US President’s son-in-law, who reports indicate was involved in preparing the plan, and I believe we will add some elements to it, but it remains a framework document."

Details of the proposed plan have been circulating in Western media, suggesting a potential scenario where the United States and other nations recognize Russian sovereignty over Crimea, Donbas, and other territories relinquished by Ukraine. In exchange, Kyiv would receive security guarantees from the US and Europe. The plan also reportedly proposes the establishment of a demilitarized zone in the areas from which Ukrainian forces would withdraw.

Reports suggest the plan includes freezing the line of contact in the Kherson and Zaporizhzhia regions. Russia would reportedly return some territories to Ukraine, and the size of the Ukrainian army would be reduced. The plan also includes the removal of long-range weapons, a ban on deploying foreign forces on Ukrainian soil, and granting official status to the Russian language within Ukraine. Furthermore, reports indicate that the new US plan also involves lifting sanctions imposed on Russia.
