AADL 3: Responses to Appeals Begin

Algiers, November 24, 2025 – The National Agency for Housing Improvement and Development (AADL) has commenced responding to appeals submitted by applicants registered in the AADL 3 housing program. This announcement brings a sense of anticipation to thousands of Algerians awaiting news regarding their housing applications.

Starting today, applicants who filed appeals are encouraged to check their accounts on the agency’s online platform for updates. The responses are being rolled out gradually, ensuring each case receives due consideration. This phased approach aims to manage the high volume of appeals efficiently and transparently.

Minister of Housing, Urban Planning, and the City previously stated that all appeals would be addressed before the end of November. The Minister made the announcement during a presentation of the 2026 draft budget before the Finance and Budget Committee of the National People’s Assembly. This commitment underscores the government’s dedication to resolving the outstanding issues related to the AADL 3 program promptly.

Many registered applicants are eagerly awaiting notification to pay the first installment, marking a significant step towards securing their new homes. Simultaneously, those who submitted appeals are in a state of heightened anticipation, awaiting a final decision that will determine their eligibility for the program. The AADL 3 program represents a crucial initiative to address the housing needs of Algerian citizens.

Last Thursday, President Abdelmadjid Tebboune laid the foundation stone for a project to construct 8,050 lease-to-own housing units under the AADL 3 program in the new city of Sissaoui, Constantine. During the visit, President Tebboune also reviewed a report on the modernization plan for the old city and ongoing development projects in Constantine. This event highlights the government’s ongoing commitment to providing affordable housing solutions and urban development across the country.
