Education Minister Outlines Plans for Teacher Recruitment Exam

Algiers – Minister of National Education, Mohamed Sghir Saadaoui, has provided new details regarding the upcoming teacher recruitment examination scheduled for December 2025.

Responding to parliamentary inquiries about the nature of the examination, Minister Saadaoui emphasized that the decision to conduct a recruitment exam aligns with existing legal frameworks governing public sector employment. He specifically cited Article 80 of Order No. 06-03, dated July 15, 2006, concerning the General Public Service Law, as well as Executive Decree No. 25-54, dated January 21, 2025, which outlines the specific statutes for national education employees.

The Minister clarified that Article 80 stipulates that public service positions are filled through competitive examinations, either based on tests or qualifications, depending on the specific roles. Furthermore, direct recruitment is permitted for candidates who have completed specialized training programs mandated by relevant statutes at accredited training institutions.

Priority for Higher Teacher Training School Graduates

Saadaoui highlighted that the law prioritizes direct recruitment of graduates from Higher Teacher Training Schools. However, in cases where positions remain vacant after considering these graduates, recruitment will proceed through competitive examinations open to qualified candidates holding degrees in the required specializations.

Administrative Measures for a Smooth Examination Process

The Minister assured that his department is actively implementing all necessary administrative and organizational measures to ensure the 2025 teacher recruitment examination is conducted smoothly. These measures will adhere to existing regulations governing the organization of competitions, examinations, and professional assessments within public institutions, particularly Executive Decree No. 12-194, dated April 25, 2012, and Instruction No. 01 issued by the General Directorate. The goal is to ensure a fair and transparent process for all applicants seeking to join the teaching profession.
