A high-ranking Russian official has stated that the cessation of hostilities in Ukraine is contingent upon the fulfillment of Moscow’s objectives, despite what he characterized as constructive efforts from the United States to broker a resolution.
Leonid Slutsky, Chairman of the International Affairs Committee of the Russian State Duma, asserted that Russia will not halt its military operations until its core aims are achieved. He indicated that disagreements persist between Ukrainian negotiators and the terms proposed by Washington, suggesting that concrete progress remains elusive.
Slutsky emphasized that the proposed framework remains preliminary and subject to further discussion and revision before direct negotiations between Russia and Ukraine can commence. He stressed that Russia will not compromise on key demands previously articulated by President Vladimir Putin.
According to the Russian official, Moscow insists on Ukraine abandoning its current constitution, which he described as having Nazi elements, along with complete disarmament and the renunciation of its aspirations to join the North Atlantic Treaty Organization (NATO). Russia views NATO expansion as a threat to its borders.
“We will not concede on our objectives,” Slutsky stated. He warned that if Ukraine fails to adopt a constructive stance that aligns with Russia’s war aims, the conflict will persist, notwithstanding Moscow’s expressed willingness to negotiate. He maintained that the time for a peaceful resolution is now.
However, Slutsky argued that a diplomatic solution requires a more positive attitude from Kyiv, particularly concerning territorial matters, despite what he described as pressure from the United States. He declined to disclose specific details of the US-proposed framework, citing its confidential nature.
Slutsky expressed hope that “rationality” will prevail and that Washington has an opportunity to facilitate an end to the war, but cautioned that the ultimate outcome remains uncertain. In related developments, Ukrainian President Volodymyr Zelenskyy has reportedly expressed willingness to discuss sensitive aspects of a proposed peace plan with former US President Donald Trump, emphasizing the need for European leaders to be included in the discussions.
An advisor to the Ukrainian President stated that Ukraine has successfully improved the Trump-proposed document and that some of its clauses have been developed. The advisor also stated that Zelenskyy has not authorized any delegation to discuss ceding territory, as such a decision is reserved for the Ukrainian people according to the country’s constitution.
