Algiers, October 27, 2025 – President Abdelmadjid Tebboune has conducted a partial reshuffle of governors and deputy governors across Algeria, exercising his constitutional powers under Article 92.
The changes, announced today, include the termination of the duties of Mustapha Kourich as Governor of Mila Province.
Several governors have been reassigned to new provinces:
- Fodil Douifi moves from Laghouat to Adrar.
- Mohamed Benmalek transfers from Batna to Laghouat.
- Agoun Houria is reassigned from Guelma to Bouira.
- Chibani Samir moves from Oran to Guelma.
- Ali Moulay goes from Tipaza to Beni Abbes.
- Abdelkrim Laamouri is transferred from Bouira to Annaba.
- Ibrahim Ouchen moves from Blida to Oran.
- Faisal Amrouch is reassigned from In Guezzam to Mila.
- Djamel Hassehess moves from Beni Abbes to Blida.
In other appointments:
- Noureddine Refsa, formerly Deputy Governor of Dar El Beida, is appointed Governor of In Guezzam.
- Amine Ben Chaoulia, previously Deputy Governor of Sidi M’Hamed administrative district, becomes Governor of Tipaza.
- Ben Ahmed Riad, formerly Deputy Governor of Bou Saada administrative district in M’Sila, is appointed Governor of Batna.
Mahfoud Bouzertit’s tenure as Deputy Governor of Cheraga administrative district has been terminated.
The following individuals have been appointed as Deputy Governors:
- Abdel Fattah Ben Karkoura, Secretary-General of Setif Province, becomes Deputy Governor of Cheraga administrative district in Algiers.
- Mahrez Maamri, Secretary-General of Constantine Province, is appointed Deputy Governor of Dar El Beida administrative district in Algiers.
- Zidi Abdelmalek, Inspector-General of Algiers Province, becomes Deputy Governor of Sidi M’Hamed administrative district in Algiers.
- Zouggari Nasser, Secretary-General of Biskra Province, is appointed Deputy Governor of El Kantara administrative district in Biskra.
- Boughezza Djamel, Secretary-General of Boumerdes Province, becomes Deputy Governor of Bir El Ater administrative district in Tebessa.
- Omrani Attal, Secretary-General of Illizi Province, is appointed Deputy Governor of Bou Saada administrative district in M’Sila.
- Ben Baba Ali Abdelkrim, Head of Ghazaouet District, becomes Deputy Governor of Lariche administrative district in Tlemcen.
- Khalfawi Hamid, Head of Boudaou District, is appointed Deputy Governor of Ksar El Boukhari administrative district in Medea.
This reshuffle reflects the President’s ongoing efforts to optimize governance and administration across the country.
