Oran to Host 12th African Peace and Security Conference

Oran, Algeria – The city of Oran is preparing to host the 12th edition of the High-Level Seminar on Peace and Security in Africa, scheduled for December 1st and 2nd, 2025. This event falls under the framework known as the ‘Oran Process,’ an initiative launched by Algeria in 2013.

Over the years, this seminar has evolved into a pivotal platform for discussion and reflection on peace and security issues across the continent, fostering collaborative African efforts. Since its inception in December 2013, the seminar has served as a dedicated African space to strengthen coordination between African members of the United Nations Security Council (A3) and members of the African Union’s Peace and Security Council. The goal is to unify the continent’s voice within the Security Council and safeguard African positions on various security matters.

The 8th edition of the seminar, held in Oran from December 2nd to 4th, 2021, marked a significant turning point with the African Union’s decision to institutionalize the seminar under the name ‘Oran Process’ and establish the city as its permanent headquarters. This platform has contributed to a clearer vision of African diplomacy within the United Nations, providing African delegations accredited to the international organization with a roadmap to amplify Africa’s voice and influence in Security Council decision-making.

Eleven previous meetings have shared a common objective: to enhance the effectiveness of the African position. Each session has resulted in new recommendations and decisions aimed at strengthening the role of African members in the Security Council (A3+). The seminar is held annually before new members begin their terms in the Council, enabling the preparation of a coordinated African stance in formulating positions and defending common interests within the UN body.

The upcoming session will be held at the ministerial level, with participation from: members of the African Union Peace and Security Council, current, new, and former African members of the UN Security Council within the A3 mechanism. Algeria plays a dual role in the conference, acting as both host and a key facilitator in promoting African unity and security initiatives.
