ADL 3 Housing Prices to Mirror LPA Rates, Official Says

Saida, Algeria – December 1, 2025 – The Director General of the National Agency for Housing Improvement and Development (ADL), Riad Ghamdani, announced today that the prices for ADL 3 housing units will closely resemble those of subsidized promotional housing (LPA).

Ghamdani made the statement during a ceremony overseeing the laying of the foundation stone for a project comprising 2,000 rental-purchase (ADL 3) housing units in the new urban center of Ouled Khaled, Saida Province. He was acting on behalf of the Minister of Housing, Mohamed Tarek Belaribi.

While specific price points were not disclosed, the comparison to LPA rates offers a preliminary indication of the affordability targets for the ADL 3 program. The LPA program is designed to provide subsidized housing options for middle-income families, making homeownership more accessible. The alignment of ADL 3 pricing with LPA suggests a similar focus on affordability for a broader segment of the population.

The ADL 3 program is a significant undertaking by the Algerian government to address the ongoing demand for housing across the country. The 2,000-unit project in Saida is just one component of a larger national initiative aimed at providing affordable and quality housing solutions to Algerian citizens.

The government has emphasized its commitment to ensuring transparency and fairness in the allocation of ADL 3 housing units. Details regarding eligibility criteria and application procedures are expected to be released in the coming weeks. DZWatch will continue to provide updates on this developing story as more information becomes available.
