Education Minister Clarifies Delay in Integrating Certificate Holders

Algiers – The Minister of National Education, Mohamed Sghir Saadaoui, has addressed concerns regarding the integration of professional and social integration scheme participants who have been labeled as ‘non-wavers of certificates.’ The Minister provided clarification on the concept of ‘waiving certificates,’ emphasizing that the term lacks any legal basis.

In response to a parliamentary inquiry, the Minister explained that the phrase ‘waiving certificates’ is not legally sound. It pertains to an exceptional regulatory measure implemented by competent public authorities. This measure stipulates that if integrating individuals into positions aligning with their qualifications or certificates proves unfeasible, they can be exceptionally integrated into lower-ranking positions, provided they give explicit and written consent. A significant number of scheme participants have benefited from integration into the position of educational supervisor at the primary school level, based on their free consent, without prejudice to their academic qualifications.

The Minister noted that since the issuance of Executive Decree 19-336 on December 8, 2019, which concerns the integration of beneficiaries of professional and social integration assistance schemes for certificate holders (with its deadline expiring on December 31, 2023), the Ministry of National Education has taken measures to regularize the situation of those concerned and integrate them into permanent positions. He added that the ministry adopted an approach based on integration according to field needs recorded across the sector’s institutions, while seeking solutions to the problem of the mismatch between the certificates of many affiliates and the qualifications legally required for certain ranks in demand.

The Ministry’s actions were based on the content of correspondence No. 9904 from the Directorate-General of Public Service and Administrative Reform, dated October 27, 2020, which permits exceptional integration into positions lower than the level of academic qualifications, with the necessity of obtaining written consent. It was also based on the minutes of the meeting of March 7, 2022, related to the integration of beneficiaries of the two devices.
