Algiers, December 15, 2025 – The Ministry of Youth and the High Commission for Digitalization have signed a cooperation agreement aimed at organizing access to and utilization of the state’s sovereign cloud computing resources. This initiative will leverage the National Data Center for Digital Services.
According to a statement released by the High Commission, the agreement is in direct response to President Abdelmadjid Tebboune’s directives to accelerate digital transformation and modernize the management of public utilities. The signing ceremony, held at the Ministry of Youth, was overseen by the High Commissioner for Digitalization, Ms. Meryem Ben Miloud, and the Minister of Youth, Mr. Mustapha Hidaoui.
The core objective of the agreement is to streamline access to and the strategic deployment of the nation’s sovereign cloud computing capabilities, hosted within the National Data Center. This aligns with the broader national vision of consolidating the state’s digital infrastructure and bolstering the security of sovereign data. The goal is to create a unified, secure, and highly reliable digital environment to support sector-specific digital systems and platforms.
Ms. Ben Miloud emphasized that this agreement demonstrates the government’s commitment to establishing a comprehensive and sustainable digital transformation built on sovereign infrastructure. She stated that this approach will improve public sector efficiency and enhance the quality of services, particularly for young people.
Mr. Hidaoui praised the initiative, calling it a fundamental step in modernizing and digitizing the youth sector. He also highlighted its importance in implementing the President’s directives for the digitization of public sectors and the promotion of digital governance.
The signing ceremony included a technical presentation by officials from the High Commission for Digitalization, showcasing the cloud-based solutions available to the youth sector. This collaboration marks a significant advancement in Algeria’s digital transformation efforts.
