Doha, Qatar – Algeria has reiterated its strong commitment to combating corruption and recovering stolen assets during the United Nations Conference against Corruption held in Doha. Dr. Lotfi Boujemâa, Minister of Justice and Keeper of the Seals, addressed the high-level meeting of the 11th session of the Conference of the States Parties to the United Nations Convention against Corruption via video conference on Monday, December 15, 2025.
Minister Boujemâa emphasized Algeria’s strategic decision to ratify the UN Convention against Corruption in 2003. He stated that Presidential Decree No. 04-128, issued on April 19, 2004, legally obligates Algeria to implement the Convention’s provisions and align its domestic legislation with international standards for preventing and combating corruption. This commitment led to the enactment of Law No. 06/01 in 2006, which established the National Authority for the Prevention of Corruption and defined corruption offenses and their corresponding penalties.
Dr. Boujemâa stressed that the UN Convention serves as a fundamental reference point for Algerian legislation in this crucial area. He further asserted that Algeria’s ratification represents a sovereign commitment to strengthen the rule of law, protect public funds, and promote transparency and good governance across all state institutions.
The Minister of Justice highlighted Algeria’s efforts to enhance its national framework and legislative arsenal in line with its international obligations. He pointed to the establishment of the High Authority for Transparency, Prevention, and the Fight Against Corruption as a key constitutional mechanism. This independent body, mandated by Articles 204 and 205 of the 2020 constitutional amendment, provides a comprehensive framework for combating all forms of corruption, including bribery and exploitation. Algeria is determined to pursue all avenues to recover assets illicitly obtained and stashed abroad.
Algeria’s participation in the UN Conference underscores its dedication to international cooperation in the fight against corruption. The country remains steadfast in its commitment to upholding the principles of transparency, accountability, and the rule of law.
