Algiers – Algeria has witnessed a notable increase in the employment rate of people with disabilities, reaching 11.74% in 2025, according to recent government figures. This progress underscores the nation’s commitment to fostering inclusivity and equal opportunities within its workforce.
Minister of Labor, Employment, and Social Security, Abdelhak Saihi, addressed parliamentary inquiries regarding the oversight mechanisms ensuring the effective implementation of the 1% quota for employing individuals with disabilities. He emphasized that public authorities are actively pursuing a comprehensive approach to support this segment of the population, aiming to enhance their access to employment and promote their integration into the social and economic fabric of the country.
Minister Saihi stated that these efforts are aligned with the implementation of Law No. 25-01, dated February 20, 2025, which focuses on the protection and promotion of people with disabilities. This initiative aligns with presidential directives aimed at uplifting this community and integrating them into mainstream society.
The minister highlighted that the new legislative text, particularly Article 29, mandates that employers allocate a minimum of 1% of their job positions to individuals with disabilities who are recognized as workers with special needs. The law also stipulates that employers who are unable to meet this quota must pay an annual financial contribution.
Furthermore, Executive Decree No. 14-214, dated July 30, 2014, currently in effect, outlines the procedures for allocating job positions, determining the financial contribution, and providing assistance for adapting and equipping workplaces for people with disabilities. Ministerial Decree of October 7, 2019, defines the means of employing this group within public and private institutions, through measures in recruitment and assistance to disabled candidates.
The Minister of Labor also affirmed that Executive Decree No. 03-333, dated October 8, 2003, guarantees the right of individuals with disabilities to obtain a certificate recognizing their status as a disabled worker. This certificate enables holders to secure employment that is suitable to their abilities.
