A3+ Group Urges Immediate Withdrawal of Foreign Forces from Libya

The A3+ group within the United Nations Security Council has called for the immediate withdrawal of all foreign forces from Libya, reaffirming its unwavering commitment to the sovereignty, independence, and territorial integrity of the North African nation.

Speaking on behalf of the A3+ group (Algeria, Somalia, Sierra Leone, and Guyana) during a Security Council session on the Libyan situation in New York, Algeria’s Permanent Representative to the UN, Ambassador Amar Bendjama, emphasized the precarious nature of stability in Libya due to ongoing foreign interference.

“The situation is further exacerbated by the continued flow of weapons and fuel smuggling,” Ambassador Bendjama stated. He noted that this illicit trade not only empowers local armed groups but also fuels conflict in Sudan and the Sahel region, often with the support of the same external actors.

“Therefore, we demand the immediate withdrawal of all foreign forces, foreign fighters, and mercenaries from the country, with full respect for Libya’s sovereignty, independence, and territorial integrity,” he asserted.

On the political front, the A3+ group welcomed the recent elections held in nine municipalities in eastern Libya, viewing them as a reflection of the Libyan people’s commitment to democracy and a significant step towards national consensus, the organization of free and transparent general elections, and the unification of state institutions.

The group also expressed its support for the launch of structured dialogue this week within the framework of the United Nations Support Mission in Libya (UNSMIL) political roadmap, calling for the active and inclusive participation of all relevant actors. It stressed the importance of placing Libyan ownership of the political process at the heart of any credible path to ending the transitional phase.

Regarding the economy, the A3+ group applauded the agreement between the House of Representatives and the High Council of State in Libya on a unified development program for 2026. They urged continued dialogue to adopt a unified national budget and strengthen oversight of public spending, highlighting the need to address the ongoing erosion of frozen Libyan assets and ensure full application of the principle of accountability and compensation, as well as enabling Libyan authorities to reinvest frozen monetary reserves.

Finally, the group reiterated its call for UNSMIL to enhance its cooperation with the African Union and neighboring countries of Libya, praising Algeria for hosting a meeting of foreign ministers of neighboring countries, including Egypt, Tunisia, and Algeria, on November 6, 2025.
