ALGIERS – Algeria is forging ahead with ambitious plans to establish new urban centers across the country through the AADEL 3 housing program. The initiative, outlined in the 2025 and 2026 finance laws, aims to construct half a million homes under the AADEL (Agence d’Amélioration et de Développement du Logement) rent-to-own scheme.
According to Mohamed Merdjani, Director-General of Housing at the Ministry of Housing, Urban Planning, and the City, the AADEL 3 program is specifically designed to cater to the needs and preferences of Algerian citizens, taking into account the unique traditions, characteristics, and architectural styles of each region.
“We are working to create new urban hubs by strategically locating AADEL 3 housing projects,” Merdjani stated. He emphasized that a dedicated team of Algerian university-trained engineers has been instrumental in designing the AADEL 3 program to ensure it aligns with the cultural and societal nuances of different areas.
The overarching objective is to develop 47 integrated urban centers, effectively creating self-sufficient mini-cities throughout Algeria’s various provinces. This initiative represents a significant step towards decentralizing development and fostering economic growth beyond the major metropolitan areas. The AADEL 3 program is expected to have a considerable impact on the Algerian housing market and contribute to a more balanced distribution of the population across the country.
The government views this project as a critical component of its broader strategy to improve living standards and promote sustainable development nationwide.
