The National Agency for Housing Improvement and Development (AADL) has surpassed initial targets in the execution of the AADL 3 housing program across Algeria. This achievement underscores the government’s commitment to providing affordable housing solutions for its citizens.
Following President Abdelmadjid Tebboune’s visit to Constantine on November 20, 2025, the AADL 3 program commenced with an initial allocation of 46,000 housing units. Of these, 8,050 units were designated for the new city of Sidi Saiss in Constantine, demonstrating the program’s readiness for immediate implementation.
Driven by directives from the Ministry of Housing, Urban Planning, and the City, and continuous oversight from AADL officials, the program’s momentum has accelerated. This has enabled the expansion of housing allocation to additional provinces, resulting in the delivery of 80,105 housing units as of December 22, 2025. This figure significantly exceeds the initially projected targets.
On December 15, 2025, the Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, presided over the cornerstone laying ceremony for the construction of 20,000 AADL 3 housing units in the new city of Sidi Halou in Boumerdès. This project represents one of the largest residential complexes within the AADL 3 framework.
This progress is part of a comprehensive national program. The 2025 Finance Law allocated resources for the construction of 200,000 housing units, while the 2026 Finance Law provides for an additional 300,000 units. This brings the total number of planned housing units to half a million over the next year, reflecting the authorities’ determination to accelerate construction and ensure timely housing provision for citizens.
