Born in Tébessa, the son of a former combatant of the National Liberation Army, Larbaoui’s professional journey started in law before transitioning to a diplomatic role at the Ministry of Foreign Affairs. Throughout his extensive diplomatic career, he has held several key positions, including Ambassador to Pakistan, Director General of Legal and Consular Affairs, Director for the Maghreb Arab, and Director of International Economic Relations at the Ministry of Foreign Affairs.

In October 2019, Larbaoui was recalled from his post as Ambassador to Cairo and Permanent Representative to the League of Arab States to serve as an advisor to the Minister of Foreign Affairs, Ramtane Lamamra. By September 2021, he became the Ambassador and Permanent Representative of Algeria to the United Nations in New York.

During his diplomatic career, Larbaoui successfully garnered Arab countries’ support for Algeria’s candidacy as a non-permanent member of the United Nations Security Council for 2024-2025. He has chaired several meetings of the Councils of the League of Arab States and served on the Arab committee for league reform.

In sports, Larbaoui rose to prominence as an international player for the Algerian national handball team. His sporting career, including participation in the World Cup and the Olympics, equipped him to effectively manage Algerian supporters during the African Nations Cup held in Cairo from June 21 to July 19, 2019.

Larbaoui has also contributed to numerous articles in national and Arab press on strategic, regional, and international issues. His appointment as Prime Minister not only signifies a new chapter in his varied career but also marks a fresh phase in Algerian politics.
