France is hosting a summit in Paris on Tuesday, bringing together representatives from 35 nations, in an effort to forge a unified approach between the United States, European countries, and Kyiv regarding practical mechanisms for Ukraine’s security guarantees. The summit, dubbed the “Coalition of the Willing,” is expected to draw 27 heads of state or government, primarily from Europe.
Significantly, the United States will participate in person for the first time in a meeting of this coalition, which was initially launched by France and Britain earlier this year. US envoys Steve Witkov and Jared Kushner are expected to attend. The meeting is anticipated to include Ukrainian President Volodymyr Zelenskyy, British Prime Minister Keir Starmer, German Chancellor Friedrich Merz, Italian Prime Minister Giorgia Meloni, and Canadian Prime Minister Mark Carney.
The French Presidency anticipates that leaders will commit to a shared vision concerning future “ceasefire mechanisms” between Ukraine and Russia, as well as responses to potential violations. Furthermore, discussions will center on the principle of deploying a “multinational force” to provide assurance to Ukraine within the framework of a potential political agreement.
In related news, President Zelenskyy announced a significant restructuring, including the replacement of National Security Service chief, Vasyl Malyuk. Malyuk was known for orchestrating significant operations against Russia. Zelenskyy expressed gratitude for Malyuk’s service in a social media post, accompanied by photographs of the two men shaking hands.
Malyuk gained considerable popularity within Ukraine following a series of large-scale attacks on Russia. In an operation dubbed “Spiderweb,” the Ukrainian Security Service reportedly destroyed multiple Russian aircraft in 2025 through a coordinated drone attack. The drones were allegedly smuggled into Russia inside trucks and launched in a synchronized manner.
