Algiers – A ministerial decree has been issued by the Ministry of Higher Education and Scientific Research, modifying the composition of regional committees responsible for university accreditation and their respective subcommittees.
The decision, based on a series of legal and regulatory texts, aims to refine the process and criteria for obtaining university accreditation. These texts include the amended and supplemented guiding law on higher education, presidential decrees concerning government appointments, and executive decrees defining the powers, structure, and operation of regional bodies and the National Conference of Universities.
Furthermore, the decree takes into account executive decrees related to the teaching and training duties of professors, research staff, and public agents, as well as the fundamental statutes pertaining to research professors and permanent researchers. Crucially, it also considers the executive decree specifying the conditions and procedures for obtaining university accreditation, along with decisions governing the implementation of related provisions and the decree amending the annex of the previous decision concerning the composition of the regional accreditation committees and their subcommittees.
The new decree was formulated following proposals from the heads of regional university conferences. It clarifies that the implementation of the executive decree aims to amend the annex of the previous decision that defines the makeup of the regional university accreditation committees and their sub-bodies.
The composition of each regional accreditation committee and its subcommittees is now determined according to the annex of this decree. All previous conflicting provisions are repealed, particularly those contained in the amending decree of the old decision concerning the structure of the regional university accreditation committees and their subcommittees.
The Director of Human Resources, the Director of Finance, and the heads of the regional university conferences are each tasked with implementing the provisions of this decree within their respective areas of responsibility. This restructuring is expected to streamline the accreditation process and ensure greater efficiency.
